IP Ban List

Well first he linked to the IP ban list for the servers, not the web page. Generally people don't buy new accounts so IP banning generally isn't necessary. Even if they buy a new account it's easy to just ban that SteamID. In a way we support Valve that way I guess.

 

This sort of ban is generally reserved for people who try to exploit our servers in various ways. Although sometimes even this isn't enough and we use Counter-Strike: Source's built in ban manager which is more effective at stopping them from abusing our servers.
