It seems the red dots might be brush with scattering.

How would i get that glow effect and what are the stuff on the side.

stock images or just a brush?

C4D set to screen imo

or hard round brushes with scattering, duplicate layer, replace white by red, blur it

So have the 1st layer white than 2nd layer red with screen maybe.

Looks like a hue bubble effect using gradient tool then with a lens flare overlay layer to me. Although it probably could be more complicated then it looks.
