But there are some topics that aren't covered in politics or news that require a tad more intellect than the typical off-topic discussion...

Putting topics in a magical section labeled "Debate/Discussion" won't prevent idiots from posting. We still get some ridiculous stuff in the Politics section and there is already a sticky there that lists what is and isn't appropriate. Seeing as how that is RARELY enforced, what good would a new section devoted to discussion do? You will still have the idiots, hence keep discussions you cannot place in Politics (for whatever reason) in the Off Topic section.

Debates about philosophy, personal choices, ethics, health, whaling (yes, whaling), corporal punishment (in schools or for kids or w/e), civil disobedience, bio-ethics, this could be a number of things, age discrimination, the list goes on...

Way to list things that have been discussed already in the Politics section to some degree (except for whaling, I think). It's like what Drox said, most anything intellectual can be put into the Politics section
