Er when you actually look through the appeal section there aren't that many who are punished. Recently there have been a few more though... But I think it is a bit of both, you need to be respected and have money to pay for it aswell. People get through but when they show their true colours they get dealt with. Maybe you didn't know but I am against admin abusing/admins sucking at their job and I put some stuff forward but at the end of the day most admins do what they think is best, and if they don't its your job to catch them. You are part of the community too, instead of moaning get some proof and come back if you want to stop being abused. We can't be everywhere to see everything.
