The rule is if any part of your body which you can score with (so anything but your arms) is offside then you are offside. Van Persie was clearly offside in part...his foot and maybe his head. He didn't touch it, but it went very close to him and it can make the goalie flinch thinking he'll hit it the other way. Link to comment
