Why does everyone say you can't get Free Steam Games?

I have heard of people getting their Steam accounts deactivated for this.

No, this is because you get a gift, then the gifter takes his credit card and files the purchases as fraud or etc, anything that can get the purchase declined. The steam account that received the gift is then disabled.

 

I'm surprised this isn't common knowledge yet either, I've declined quite a few of $1 gifts just because of this.
