I have come across a riddle/puzzle that I need help solving/decoding.

If anyone is able to get a lead, idea, or able to help find the solution/answer/decode this "riddle" it would be greatly appreciated.

I found a website that has a bunch of cipher tools you could try out. My guess is that its probably coded by a popular encryption device
