Steam store doesn't work on a regular browser either. I'm on Windows 8.1

Since today I have been experiencing problems with steam. http://prntscr.com/hr9g5o When I go the steam store, it only shows text with links, and I can't add any games to my cart. I've tried:Restarting Router, Restarting Comp, Uninstalling anti-virus software, Clicking on the links, Reinstalling Steam, Clearing Data, Cookies and Cache, Going on Browser, Refreshing the Page, and still nothing seems to solve this problem. Steam support has been rather useless just telling me things I've already done. Does anyone know how to fix this?

I only voted Ghost Hunters because I want earrape Ghost Busters music playing in the background.
