In the first game, some city is taken over. Well, not sure if it is the mafia, but some kind of criminal syndicate takes over, senior police and government officials are bribed/bought etc etc, and violence breaks out. Eventually, the player takes out the leader, but in the sequel, he somehow comes back to power.
