Yes, unless if they go further and say The research itself is against the constitution (Instead of just federal funding is against the constitution). If they do that, then the research itself could be banned.

=/ That's only for embryonic stem cell research though as they've always been the more controversial since you're killing embryos. If the one that can help you is through taking your bone marrow cells, hopefully it will still be available in the U.S. Unless they also use embryos in that process too..
