Is this considered "Griefing"

So on ttt if someone throws a gun away preround/beggining just to remove it is that considered griefing? EX: We where on clue and with the guns on that map low enough someone was throwing guns over the fence making them unreachable....

Next question:

 

If the round started already and a terrorist is throwing guns out-of-reach, can they be killed? Is it considered being a traitor since you're not helping the innocents kill traitors, and instead hampering their ability to do so?

If the guns are completely out of reach in the sense that there is no way you can get them back, then yes that is griefing, is punishable and is a traitorous act. As long as you are able to go and get the guns it's fine though.
