I need clarification, do you need to give rules before the LR is accepted? Or can I give rules after the LR is accepted?

If you want the CT to comply with the rules they have to be set before the LR is accepted. If you say the rules after, they're not obligated to accept the rules.

This is probably the correct way to do it, but most people say rules after the LR is already accepted so the person giving rules knows who they are talking to.

It varies from CT to CT. If you give the order after the CT accepts the LR they don’t have to follow it. Some CTs might, but they aren’t forced to by any means. You just gotta learn the CTs and see who will not care if you give the rules after they accept and who will ^_^
