JB | add dropping grenades to gunplant rule

There is a cvar that allows us to disable the ability to drop grenades. This lets us go back to how things were before the update meaning the definition of gunplanting will not be changed. It is much easier to keep things simple than to add a bunch of exceptions and grey areas.
