Yes, it appears to be a Source-Engine bug. I have reported it to Valve and hopefully they'll roll out a patch soon. In the meantime, spam it a few times (once every few seconds) and it will work eventually. It appears to be heavily rate limited.

Remove the primaries and god-spots and it'll be a good map >:3
