Unplug the speakers and plug in head phones.

If you hear it, its a virus or a hidden program playing something.

lol

Chances are your cable is "just right" in length, try simply moving around the cable, then bunch up the excess with a rubber band/zip tie and see if that breaks the signal, if this can't solve the problem the easy way, go to radioshack and buy some ferrite rings and stick them on your audio cables.

Does this happen when the speakers arnt plugged into anything, just into the mains?

Does it still happen if you try folding the cables up to shorted them.

Try wrapping your cables in tin foil to see if that happens.

Try encasing your speakers in copper plated boxes.

But what will most probably solve it, will be getting some Ferrite rings.

* A range of ferrite rings and beads designed to cure electromagnetic and radio frequency interference at source

Always choose an internal diameter close to that of the cable or wind through several times. Always put ferrites at the noisy end of the cable.

Edit: aww PotshotPolka beat me to it anyways
