Anything spammed every minute is classified as spam I would imagine.

 

If you don't like it, ask them to stop.

This is something I've banned people for before, so yes, that does qualify as spam. If there's an admin on who aren't bothered by it, write in teamchat with a @ first to let the admin know that it bothers you.

I asked them to stopped MULTIPLE times. They just mock me by spamming it like 5 times within 3 seconds.

What do I do if I have multiple ingame complaints about an individual and I let the admin know about it, then he just says that I'm being a big baby.

 

Edit: Well, it's not actually multiple complaints, just one after that individual got muted and then unmuted.

If you think that a player is breaking the rules and an admin doesn't see it or disagrees you could always make a player complaint with a demo and a screenshot of the players steam ID.

your best choice is to post your own complaint every admin handles situations differently.
