Well the bill they are talking about is a pretty fucked up bill. If Obama doesn't end up vetoing it, it pretty much gives the military the means to detain indefinitely without a warrant, and assassinate anyone in the world at anytime including Americans if they only suspect "terrorist" acts. So I'm on their side as far as being pissed that it even was passed the senate stage. I doubt however that Obama will sign off on it.

To answer the second part of your question, you get rep from other members however you can only be down rep'd by higher ups. Rep is actually useless and no one cares about this function that much nowadays.
