What sort of games are you going to play on it? What setting level are you going to use? How long will the typical session you spend on it be? How long do you expect to use the laptop until you will consider ``upgrading''/buying a new one? Most importantly, what is your budget?

You could TRY to see if you could get around them by changing your computer's MAC address. Though if they find out, they will probably punish you hard and/or kick you out. There is really no way to get around these. On Windows, I have no idea (I assume you are using Windows). This happens to me after I am done playing a local sandbox game, and get custom guns loaded. If deleting all custom scripts doesn't fix it, then it's probably due to lag. But I bet it's probably due to some scripts you may have loaded or used.

If you really want a budget build, you shouldn't get Intel+NVIDIA... get AMD+ATI if you're on a budget. Not trolling or being a fanboy; AMD+ATI is just a lot cheaper. If you have time, you should wait a few weeks for the AMD Radeon 6000 series GPUs to come out; this SHOULD make the 5000 series (which are still very nice cards) drop a lot in price.
