Valve stated ages ago that Chell will enter the Half-Life universe and meet those important characters, like Freeman. She will return (with portal gun, hopefully; although I don't think she has it at the end of Portal 2), but it's impossible to tell whether it will be in Portal 3 or some other game.

Y'all forgot the plug-in that Glados said she saw two people. If you think about the time period, a lot of things don't add up, the combines should have already arrived, and the environment outside looks entirely different the second time around than it did compared with the first, so there is something to this.

Valve announced in updates that Portal 2 is their last single player game. Any games they decide to make in the future will all have multiplayer integrated into the game somehow, in some form.
