Just gives more validity to the reason he was rejected. Let it be known that AO+'s didn't vote on the admin apps unless they passed the first round of votes by SAs. If someone didn't meet the minimum requirements to pass the SA vote, then they were rejected by default. We had no say in who got through and who didn't, either the user did or did not.
