The only times I've heard of that error are after using hammer, or you had left hammer open and opened CS:S. Usually with hammer it occurs when you made your own textures and try to play the map, or your own mod, but that generally gives an error with the map/mod itself and not CS:S. IDK =[ Try googling hammer related gameui.dll errors, someone might have the answer for you lol.

Did you have hammer open? Previously open? Were you trying to play a certain CS:S mod? Obviously you said you were trying to play CS:S but usually that error would be hammer related and/or mod related.. =T Either way, I'd defrag your CS:S files and Verify integrity. Right click on the game(CS:S) in the Steam window > Properties > Local files. Defrag first then Verify imo.

Thank you sir these videos have greatly improved my day by realize how something so insignificant can cause a huge difference in the world. Before this post I was lost and depressed, I wasn't sure where I was going in my life. It was just a mystery, now I see the way. Without those logging trucks, we wouldn't have logs! What kind of world would that be? How would you camp without a log cabin? Bears will for sure get you in a tent, log cabins save lives everyday. What would you use to build houses and furniture? How would we get paper? Or musical instruments? Chopsticks?
