Um I now there is free Admin know. I was thinking of getting Admin but you have to be 16 or older. And im pretty young and i wanted to know if there is any chance that if i fill out a application that they might accept me.

Over 16 is a guideline. CA's will take into account maturity and understanding of the rules aswell as forum/ in game actvity.

Age doesn't matter, for the most part. It really matters on your maturity, responsibility, and understanding of the rules. I don't know how Obez got admin though, and he's the same age as me.
