More or less this. CAs even with greennames/tags are still going to be the same longtime people whose opinion counts for that, the different forum rank really was if anything a side effect of setting up the usergroups to limit some things (like admin recruitment) to a given group and higher. To put it in the vernacular: Oldfags are still oldfags even with a different color shirt.
