If you're getting killed for simply standing on their head, then they're RDMing you. However, if they ask you to get off and give 3 warnings I think it can be classified as the blocking rule (Not sure). Link to comment

I can only see one situation in which this would be considered “blocking”, if a player was to try and go up stairs or a hill and cannot because of a player actively staying on top of them then yes, you can warn them to get off. 4 Link to comment
