Game booster interrupts programs running in the background from using more resources than needed, what it does not do is touch Windows background processes other than maybe explorer.exe and a couple of other unessential processes.
It could help a bit, but for his system I doubt it would be much. Never hurts to try tho.

Windows itself is a heavy-demanding system, with what you have, you will have a lot of annoyance playing the game.
Windows will already be using an average of 1-2GB RAM and 1GHz of your CPU.
Oh and don't forget all the programs you are running on the background that could use a lot of resources (and the ones you don't even know you are running).
He didn't mean that the players need to pay 1$ for a game, he means that it would cost SG 1$ per bundle for a total of 50 bundles (50$).
I like the idea so that more people would get the games, but I also hate the idea for the fact that it would only give the Developers + HIB + Charity a total of 50$ for 50 copies of every game.

Why don't you use a database for this kind of stuff? Store it on the database, and remove the data that is older than 7 days.
It looks really nice, but I can't say much more until I can actually try it out myself (In 3 days? ).
