Do more research about the CPU cooling system! I dont know that one but they are a few good one out there. Id go with 3 GB of ram and vista! and windows 7 upgrade later. And you should know that low end PSU most times will not have a pci-e 6 pins plug which I think the 9600 will need and 350W is a little low I would say have 400 or even 450..
