It should work now. I found a command line in the pugsetup_teamlocker addon plugin that should allow extra players to spectate in a live match when teams are locked. If any other problems come up then let me know.

It's one of the plugin addons that I recently enabled because it does its job at preventing people from joining a team when the game is live but the auto-join function at the teammenu somehow forces you to join a team if you don't click spectate. I'm gonna look into this because I really don't want to see people accidentally joining a team during the live match, it causes people to go back to spectate and give a $300 suicide bonus thanks to some shitty update from Valve. I'll look into this and post back later.

Co-op missions are fun and a great way to get people to play together but it'll just be another server that will be played a lot for the first 2-3 days and then eventually be a gimmick server with little-to-none activity from the player base interested. As you already know, you can just make your own custom lobby from the main menu with up to 10 players including yourself so you're much better off enjoying co-op that way over having an SG server for it. As for making it an MGT type of event, it's possible and can be looked into the future but for it being a dedicated server, we're going to have to say no.

It's really not fair to make this a rule. Just because our covers are blown doesn't mean we should be punishing those that are either excited or relieved to see an admin on to deal with rule breakers. If those players are not breaking the rules in the first place then I don't see it's fair to punish them for wanting to get rid of rule breakers. Like Ghost said, it hurts the players more than it hurts the admins. The only positive outcomes to this situation are that the offender stops once an admin's cover is blown or if the repeated offender continues and gets punished by the admin in the end. I'm just gonna throw this here:

No matter what we'll never add an auto-bhop function. The settings on the server already allow people to bhop with ease. Adding auto-bhop will make it worse for everyone else who struggles to bhop in the first place. Why? 1) the really good bhoppers are going to destroy everyone in the server with it, making it much more difficult to try to kill them; 2) it's not only going to encourage people to try to bhop more on minigames but it'll could lead to tons of potential delays in rounds.

@Stunningjam, you're a doofus [video=youtube;ZuKM1G6-7gY] Fix the stairs for that area too pls. I hated it back for GMod and people who never played this map before will hate it too lol. If you extend the height for the stairs properly or just replace it with a ladder then that's fine. Definitely fix the issue from the video. Rejected till you get a fixed version ready.
