Not technically against the rules IMO but I would definitely tell them to cut it out because at that point they're just testing the boundaries. It's like saying something along the lines of "niger is my favorite african country amirite? niger!". If it's pretty blatant I would just warn them, or if no admins are there take a screenshot and submit a complaint to see what happens.

First thing I noticed too RIP mate, best of luck in all of your future endeavors and hope to see you memeing around often :^) Though we didn't work together on the AO team for a super long time, you were a great asset to the team when I worked alongside you and since then your contributions to the community at large are well noted. Thank you for all you've done in and for the community!

Basically the above from my experience. While admins have their role to generally police the servers and keep rule breakers at bay they aren't (currently) forced to have a quota of x hours on a specific server. It's unfortunate that most admins stay on different servers than JB but it's the reality that prison break is a bitch to administrate and cancerous to a lot of people. If you do find a rule breaker on the servers you can always call for an admin in the shoutbox on the forum home page, or post a player complaint which will be dealt with accordingly. And, if you're up to it and feel it would help, you could always try applying for admin and see what happens - as long as you feel that you meet the requirements and would be accepted by the community for the role.
